Frank brings over 21 years of distinguished experience in the U.S. Secret Service, where he planned, supervised, and executed security operations for numerous U.S. presidents, foreign dignitaries, and world leaders. Frank brings over 21 years of distinguished experience in the U.S. Secret Service, where he planned, supervised, and executed security operations for numerous U.S. presidents, foreign dignitaries, and world leaders. Retiring as the Special Agent in Charge of the Phoenix Field Office, he managed personnel, investigations, and protective operations across Arizona and New Mexico, including the planning and supervision of multiple high-profile visits to border areas.


In Miami, Frank led the Protection Squad responsible for over 300 visits annually. This included regular Presidential visits to Mar-a-Lago, Doral, and Trump International resorts, as well as numerous visits by foreign dignitaries to South Florida. He also played a key role in fostering strong relationships with visiting world leaders and their staff.


Frank also served in Washington, D.C., in the Protective Intelligence Division and on the Presidential Protective Division, where he was responsible for daily physical protection and advance planning for the President and First Family.


Frank’s international experience spans over 50 countries, including a pivotal assignment as Assistant Attaché at the U.S. Embassy in Nigeria. He has coordinated security for extended visits by foreign leaders, such as the King of Morocco, King of Jordan, King of Sweden, President of Yemen, and President of Ecuador, alongside numerous leaders from the Caribbean, Central, and South America.


Commentary and interviews featuring Frank have been highlighted in The NY Times, NewsMax, Fox News, and other international media outlets.


Beyond his operational achievements, Frank has significantly contributed to global security training by instructing Secret Service protection methodologies for select foreign officials at the International Law Enforcement Academies in El Salvador and Botswana.

He served 8 years as an Intelligence Analyst in the U.S. Army, followed by more than 12 years as a Special Agent with the FBI, specializing in cyber intrusions. Throughout his FBI career, Chad was involved in numerous high-level national security and criminal cyber-related investigations. 


He is currently active with the Cybersecurity and Infrastructure Security Agency (CISA), a division of the U.S. Department of Homeland Security, where he focuses on safeguarding the nation’s critical infrastructure against evolving cyber and physical threats.

Dr. Perez is an internationally recognized expert in conflict resolution and culturally responsive leadership, with over 15 years of experience advising U.S. federal agencies and international institutions. Holding a Ph.D. in Conflict Analysis and Resolution, her work focuses on resilience, socio-political awareness, generational dynamics

Dr. Perez is an internationally recognized expert in conflict resolution and culturally responsive leadership, with over 15 years of experience advising U.S. federal agencies and international institutions. Holding a Ph.D. in Conflict Analysis and Resolution, her work focuses on resilience, socio-political awareness, generational dynamics, and cross-sector collaboration.


She has developed and led specialized training programs for federal agencies including the FBI, Department of Defense, and U.S. Army Corps of Engineers, addressing critical areas such as cultural intelligence, conflict de-escalation, and leadership development. Dr. Perez was also invited to speak at the U.S. Naval War College, where she shared insights on cultural affairs and strategic engagement.


As a U.S. Fulbright Specialist in Romania, she advised stakeholders in the Black Sea region on matters of cultural diplomacy, conflict resolution, and global security strategy—helping to strengthen U.S. engagement and advance long-term regional partnerships.

In the domestic sphere, Dr. Perez has partnered with law enforcement and municipal governments to design frameworks for trust-building, de-escalation, and culturally informed leadership in high-risk environments.


She currently serves as Faculty Administrator and Director of Digital Experience and Organizational Performance at Florida International University (FIU Online), where she leads university-wide innovation strategies and collaborates with senior leadership to enhance digital engagement and institutional effectiveness.
